Since 1989, humanity has undergone profound transformations that have reshaped the course of history.

The fall of the Berlin Wall symbolized humankind’s hope to transcend Cold War divisions. Soon after, the Soviet Union—the first totalitarian communist empire in human history—collapsed of its own weight. Former Eastern European states once under Moscow’s control—Poland, the Czech Republic, and the Baltic nations—chose freedom and democracy, integrating into the Western world and helping forge today’s Europe.

At that time, many in the West believed that unless the Chinese Communist Party (CCP) undertook genuine political reform, China would inevitably collapse like the Soviet Union. Yet the reality unfolded in the opposite direction. Instead of disintegration, China emerged as the only power capable of challenging the United States—a rising totalitarian giant in economy, technology, and diplomacy. Tragically, this rise was built not upon freedom and the rule of law, but upon oppression and thought control.

Over the past three decades, China has grown ever more prosperous economically yet increasingly authoritarian politically. The rise of a middle class brought no expansion of liberty; the spread of the internet became a tool of surveillance rather than enlightenment. Freedom has been squeezed to the point of suffocation, and justice reduced to a political instrument. The three years of the COVID-19 pandemic further exposed to the world the CCP’s extreme violations of human rights, law, and social autonomy—any citizen who dares to dissent from the official narrative can vanish overnight.

Meanwhile, under Vladimir Putin, Russia has degenerated into a neo-fascist gangster regime. Since the invasion of Ukraine in February 2022, countless lives have been lost, and Europe’s peace and order thrown into crisis. Without Xi Jinping’s continuous covert support—economic, logistical, and technological—this war would likely have ended long ago.

Even more shocking was the February 2025 vote at the United Nations, when the Trump administration joined Russia, China, Iran, and North Korea in rejecting Ukraine’s resolution for a “comprehensive, just, and lasting peace.” That vote marked not only a moral collapse in U.S. foreign policy but also the decline of the free world’s moral leadership after eighty years of American stewardship.

Trump’s erratic stance on the Russia–Ukraine war has revealed a deep lack of moral clarity. On one hand, he urged Ukraine to cede territory for “peace”; on the other, he later claimed Ukraine could recover its lands. Such confusion and absence of principle have shaken the confidence of the free world and emboldened authoritarian powers. When the moral beacon of liberty flickers, tyrannies grow fearless.

Today, the CCP is aggressively leveraging diplomacy and financial influence at the United Nations, persuading more countries to regard the “Taiwan issue” as a domestic affair. If this trend continues, when Beijing launches an invasion of Taiwan, it could gain majority support among member states—while the United States would lose the moral legitimacy to intervene. The international order would then devolve into sheer jungle law.

This is the historical context in which the China Progress Party (CPP) was born.

CPP recognizes that China’s democratization remains unfinished—indeed, it has barely begun. For over three decades, neither the reformists within the system nor the overseas democracy movements have been able to loosen the foundations of totalitarianism. The old paths have failed; new ones must be forged.

We believe that a free and democratic China would not only bless its 1.4 billion people but also renew hope for all humankind. Imagine a China that, like Japan, South Korea, Poland, or the Czech Republic, stands firmly for liberty—and, in the face of Putin’s invasion of Europe, declares: If Russia dares to continue its aggression, China will reclaim Vladivostok, Sakhalin Island, and the Outer Khingan region seized by force. Such a stance would be the most powerful deterrent to Putin’s neo-fascist regime. A democratic China would become a decisive counterbalance to tyranny in the Far East.

This is no fantasy but the latent aspiration of hundreds of millions of Chinese. The China Progress Party seeks to transform that aspiration into tangible political power—through imagination, creativity, and action—to guide China toward freedom and justice.

Putin and Trump have together shattered the postwar international order; Xi Jinping has reignited the advance of despotism. Yet the course of human civilization must not be dictated by them. Confronted with tyranny and regression, we can no longer remain silent or passive.

The wheels of history are beginning to turn.
Let the China Progress Party become the new engine driving a Free China—and the future of humankind.

1989年后，人类世界经历了深刻的变革，改变了此后的历史走向。

柏林墙倒塌，象征着人类摆脱冷战分裂的希望。随后，苏联这个人类史上第一个共产极权帝国自行瓦解。昔日受莫斯科控制的东欧国家——波兰、捷克、波罗的海三国等，纷纷走向自由与民主，融入西方体系，共同塑造了今日的欧洲。

当时，西方普遍认为：若中共不进行实质性政治改革，中国也将步苏联后尘走向崩溃。然而，事实恰恰相反。中国不仅没有解体，反而成为唯一能挑战美国的强权国家，一个在经济、科技、外交全面崛起的极权巨兽。遗憾的是，这一切并非建立在自由与法治之上，而是在高压统治与思想控制之中实现的。

三十余年来，中国在经济上日益繁荣，却在政治上日益专制；中产阶级的壮大没有带来自由的扩展，互联网的普及反而成为思想监控的工具。自由被压缩到令人窒息的程度，司法与公义沦为政治的附庸。新冠疫情三年，更让世界见识了中共对人权、法治、社会控制的极端程度——任何不服从官方叙事的公民，都可能瞬间“被消失”。

与此同时，俄罗斯在普京的统治下异化为新法西斯黑帮政权。自2022年入侵乌克兰以来，无数生命被摧毁，欧洲的和平与秩序陷入危机。若非习近平政权暗中持续为普京输血，这场战争早已结束。

然而，更令世界震惊的，是2025年2月川普政府在联合国投票中与俄罗斯、中国、伊朗、朝鲜站到了一起，否决了乌克兰提出的“全面、公正与持久和平”决议。这一投票，不仅是美国外交史上最耻辱的时刻，也标志着自由世界的道德失守。

川普在俄乌战争中的反复立场，暴露了他缺乏最基本的道德清晰度。他一方面要求乌克兰割地求和，一方面又宣称乌克兰有能力收复领土。这种混乱与无原则的立场，动摇了自由阵营的信心，也给中共以巨大的鼓励。因为当自由世界的道义灯塔摇摆时，专制政权便有恃无恐。

如今，中共正以外交与金钱在联合国广泛布局，使“台湾问题”被越来越多国家视为“内政问题”。若此趋势持续，当中共发动对台战争时，它甚至可能赢得多数国家的支持，而美国将失去道义上的合法性。届时，国际秩序将彻底沦为赤裸的丛林法则。

这，就是中华进步党（China Progress Party, CPP）诞生的时代背景。

CPP深知，中国自由民主化的使命尚未完成，甚至尚未真正开始。过去三十多年的努力—无论是体制内改革派，还是海外民主运动——皆未能撼动极权根基。旧路已走不通，我们必须开辟新的路径。

我们相信，一个自由民主的中国，将不仅是14亿人民的福音，也是人类文明的希望。设想：若中国如同日本、韩国、波兰、捷克般成为自由民主国家，并在普京入侵欧洲之际宣布—只要俄罗斯胆敢继续侵略，中国将收回被俄罗斯霸占的海参崴、库页岛与外兴安岭—那将是对普京新法西斯黑帮政权的最强遏制。一个自由中国，将在远东形成制衡普京政权侵略的关键力量。

这不是幻想，而是数亿中国人内心的潜在愿望。中华进步党要将这种愿望转化为现实的政治力量，以创造力、想象力与行动力，推动中国走向自由与正义。

普京与川普已共同破坏了二战后建立的国际秩序；习近平则让专制主义再度扩张。但人类文明的方向，不应由他们决定。面对专制与倒退，我们不能再沉默，不能再等待。

历史的车轮即将启动。
